Moss Landing Energy Facility

Fluor was selected to provide complete turnkey engineering, procurement, construction, and commissioning services to construct and operate the 1,060-MW Moss Landing Power Plant. The project was located at the existing Moss Landing Power Plant site, which was previously operated by PG&E for nearly 50 years. This site is located east of the community of Moss Landing near Moss Landing Harbor, CA.
The project consisted of replacing the existing electric power generation Units 1 through 5 (a total of 613 MW built in the 1950s and shut down in 1995) with two 530-MW natural gas fired, combined-cycle units. Each combined-cycle unit consists of two natural gas-fired combustion turbine generators, two unfired heat recovery steam generators, and a reheat condensing steam turbine generator. Dry low NOX combustors were used for turbine exhaust emission control. Each combined-cycle unit used seawater for once-through cooling.
The facility was connected via a new switchyard to a 115 kV transmission system.
